Distribution Automation System - MAGIC VALLEY ELECTRIC CO-OP
- Distribution Automation (DA) System Requirements:
- Substation Distribution Line's IED Data Concentration with access from existing QEI Master SCADA Servers with DA data communcation via Ethernet connectivity as well as maintaining existing SCADA with Serial connectivity.
- Attention to Comprehensive Security & Compliance with NERC/CIP
- Substation IED Communication capable of Ethernet traffic with both IED Ethernet and Serial Connectivity
- Backhaul Communication Capability to include: Cellular; Frame Relay; Fiber; Licensed/Unlicensed RF; & MPLS
- Both DNP3 Serial and WAN/LAN (Client & Server) Protocols
- Amato Consulting Support Services & Project Status -
- August 2010 - Work with Technical Services staff to Identify desired technical requirements for system.
- Prepare detailed RFQ package to obtain system offerings that meet all requirements of owner as well as provide for "apples to apples" comparison
- Obtain list of qualified DA vendors and work with Technical Services staff to short list invitees.
- Coordinate Vendor Interviews & Demonstrations.
- Arrange potential visits of existing deployments.
- September 2010 - Send RFQ packages for Responsive Vendor Bid Submittals.
- December 2010 - Perform detailed Bid Analysis with Existing Customer Interviews & Submit Recommendation
- January 2011 - Award to Schweitzer Engineering Lab. (SEL) after Owner's Board approval. Deployment Plan Sequenced & Contract Finalized
- May 2012 - SEL - 3620 (Security Gateway) & Real Time Automation Controller (RTAC) Training at MVEC
- July 2012 - Began Testing lab testing of SEL equipment with GEMDS iNET-II Dual Gateway (Serial & Ethernet) radios.
- 4th Qtr 2012 - Continued DA testing including onsite over Frame Relay (Backhaul) through Substation iNET-II radio (LAN) to SEL-351R.
- March 2013 - Completed onsite testing of Substation QEI RTU serial connected to SEL-3620 over Cellular Modems to SEL-3620 Serial connected to QEI SCADA Master Servers
- 2014 - Completed Project Responsibilites for SEL DA Deployment in coordination with OSI SCADA Replacement
