SCADA & COMM Redundancy - XCEL ENERGY

  • SCADA EMS & Communications redundancy implementation in Colorado consisting of:
    • Requirements to meet the National Energy Regulatory Commission (NERC) Standard 1216 which states that the transmission service provider shall create action plans and procedures to recover critical cyber assets following a cyber security incident
    • Separate the current SCADA EMS from a single location control location to two locations with full redundancy at each
    • Separate the current SCADA EMS from a single location communication source location to two locations to accommodate 100% redundancy
    • Separate the field RTU communication circuits from a single location to four concentrator locations so that approximately 25% of the assets are dependent on any one location
    • Protocols to be supported are TG8979 & DNP3
  •  Amato Consulting Support Services & Project Status-
    • 4th Qtr 2006 - Completed Planning & began project
    • Drive SCADA EMS manufacturer for Hardware and Software upgrades, delivery and implementation
    • Coordinate Owner resources for SCADA HW/SW & communication circuit needs from facility location, equipment, and 3rd party communication line supply
    • Obtain 3rd party engineering and design resources as well as coordinate their efforts with team
    • Suppy technical expertise as required
    • Mangage Project Plan and Budget
    • 1st Qtr 2008 - Project completion
